SAVE, PPEL and V-PPEL each have their own rules and timing. HighGround tracks each fund separately, year by year, so a project never quietly spends money the fund doesn’t have.

It already models the SF 2472 reduction in SAVE, phasing in from FY2027, and shows how much SAVE bond room and general-obligation room the district has.

Built at a board table

HighGround began on a rural Iowa school board that needed a ten-year capital plan and one honest answer: what can we afford, when, and from which fund? The spreadsheet couldn’t say. The plan that came out of that work showed where the money really ran short, and where it didn’t.
